Haryana is a strategically located state that directly connects with New Delhi, Punjab, Rajasthan and U.P. Therefore, the Highways that run through Haryana assume major strategic importance. Most of the freight from rest of India to the above mentioned states and Northern states of J&K, Uttarakhand and Himachal Pradesh move through Haryana; therefore, it is important to ensure that the highways are safe, secure and always open for traffic throughout the year.
Unfortunately, the state of the highways running through Haryana is not maintained well in many parts. The road construction project connecting Manesar with Jaipur has been under construction for a long time and is a major point of traffic congestion affecting freight and general vehicular movement. In addition, India has one of the highest rates of road accidents occurring, and the highways see serious accidents occurring regularly.
As and when accidents occur, there are almost no medical emergency services available, and this has resulted in loss of lives when on time medical intervention could have saved the lives of many road accident victims. In the highway stretches running through Haryana, there is no organised planning for providing emergency medical relief to road accident victims.
With rapid urbanisation, law and order in Haryana has become a serious issue with a lot of crime taking place on the roads and highways. Violence is often reported due to road rage and the common man has been suffering the most.
It is time that the issue of Highway Security and Patrolling is given due importance and under Naya Haryana, the entire issue will be reviewed and re-structured to ensure that all vehicular traffic runs smoothly through Haryana and in case of any emergency, immediate medical services are made available.
A lot of thought has been given towards offering an efficient system that is professionally planned and executed for the benefit of all using the Highways running through Haryana.
Firstly, it is imperative to co-ordinate with the National Highways Authority of India (NHAI) to urgently complete all pending road construction works on the highways running through Haryana, since highway construction is primarily the responsibility of the NHAI.
Under Naya Haryana, the state government will work closely with the NHAI to suggest efficiently planned exits, underpasses, service lanes and flyovers to ensure that the local population can move across the highways in a smooth and efficient manner. The lack of these services in many parts of Haryana has caused resentment amongst the local population, who complain of the highways restricting their movement across the highways.
The state government under Naya Haryana plans to set up an integrated network of mini hospitals and clinics that will be located near the Highways at strategic locations and will be well-equipped to serve both the Highway emergencies, as well as to provide regular medical care to the local people. This is feasible under a private public partnership program, wherein the private sector will be encouraged to set up hospitals that are designed to handle trauma cases in emergencies. In addition, each medical clinic/hospital will operate and maintain a certain minimum number of ambulances, that will be located on or near the highways at strategic locations on a 24/7 basis.
Highways security from a crime control point of view, requires a complete revamp. This requires an dedicated and focused unit that will carry the responsibility for providing the security cover on the highways running through Haryana, in addition to coordinating medical relief in cases of road accidents. The highways security unit will be integrated with the local police units to ensure seamless coordination between various police units, in cases of crime and criminal pursuit.
The specialised highway security units will be well-equipped with latest in high speed vehicles with state-of-the-art communications with local police units. To ensure on time response, it is proposed that high resolution CCTVs will be placed on the highways at strategic locations, which will monitor the highways and provide timely alerts to the highway security and local police units, on any incidents relating to accident or crime taking place on the highways.
Haryana is an important and rapidly emerging state in India and therefore, safety and security of all using the highways is a matter of priority. Under Naya Haryana, the state government will ensure that the highways are safe and secure for all using them, along with the necessary medical support infrastructure.
