Domestic work provides occupation to a large number of poor population. Haryana is no stranger to this social practice. However, the domestic helps, especially in the urban areas of the haryana, suffer from different problems which need to be solved at the earliest.
Human trafficking is largely practiced in the state, and many women and children are trafficked here from other states such as Bihar, Odisha, Uttar Pradesh, Madhya Pradesh, etc. These people at times consensually work under their employers, but most of the time they are forced to work under excruciating conditions. According to reports, maximum women and children are trafficked to Gurgaon and Faridabad for domestic work, and many of them even become victims of sexual exploitation. These workers are supplied from placement agencies operating in neighbouring states. They are sexually exploited by their employers or by the owners of the placement agencies.
Various schemes have been initiated for the care and protection of these trafficked women and children, but the lack of monitoring and protection of victims led to failure of such schemes. These domestic helps are sometimes confined in the homes and are not given any access to the outer world, which restrict them from complaining about their sufferings. The other issue with the domestic helps in the state relates to the low wages paid to them. They are forced to work extra, but are not paid enough. Also, their salaries are deducted in case of absenteeism.
The children who work as domestic helps also suffer at a tender age. The time when they are supposed to study and enjoy their childhood, they are dragged in this business. The Women and Child Development Department of the government need to take immediate measures to save and balance the lives of these workers. A cashless health insurance was introduced in Haryana for the domestic helps. The question to ask is, how many of them are aware of such services and schemes? And, do their employers allow them to take benefits of such schemes?
The protection of these domestic helps should be the responsibility of the government of the state. Law and order should be same for all and equal justice should be granted to everyone. The Haryana police and the government ask for verification of these domestic helps; similarly, they should also take care of these people. An authority or department should be created which should make timely visits to these domestic helps and ask them about the problems they are facing. Their employers should also be put under scrutiny in case they are found under troubles. It is required that they should be given a safe and secure life, along with all the necessary amenities. Awareness about their rights should be spread among them. Naya Haryana, a dream that we envision, aims at providing a safe and quality life to every citizen of the state. The domestic helps should also be given a protected world where they are not forced to work and bear atrocities against them.
